UN Secretary-General Guterres proposed a neutral coordination mechanism managed from Oman to facilitate fertilizer shipments through the Strait of Hormuz. The strait has been effectively closed to commercial traffic since late February, cutting off roughly 20% of seaborne fertilizer exports.
The plan works only if all parties to the conflict accept it, and Tehran opposes the US position on transit fees.
A workable transit mechanism would restore fertilizer flows and ease the supply premium in urea, but Iran's rejection of key conditions leaves the outcome uncertain.
