The Army Corps of Engineers has declared the severe Mississippi River drought over, with draft restrictions lifted and dredging halted. The Soy Transportation Coalition says the river failed to run at full capacity during the fall export season and that river gauges remain well below normal.
Lifted restrictions ease barge costs, but a shortfall in fall export capacity and fragile water levels could keep Gulf basis and freight volatile.
