Double Dipping: How Taxpayers Subsidize Farmers Twice for Crop Losses

An EWG analysis finds that federal crop insurance and ARC or PLC programs paid farmers multiple times for the same losses in 2014 and 2015, costing taxpayers about $23.9 billion. The report calls for reform of overlapping subsidy programs.
