Ukraine's sunflower exports were running high in 2022/23 at about 2.2 million tonnes, which UkrAgroConsult says, combined with a small 2022 harvest, is causing domestic seed shortages and crusher slowdowns. A new law effective February 24, 2023 sets minimum export prices based on exchange quotations and changes export duty calculations.

Export price floors and a tighter domestic seed supply reduce Ukrainian crush and oil output, supporting sunflower oil and meal prices. Loss of Ukraine's export lead would shift supply to other origins.
