A RIN generation update projects that 2017 D3 RIN generation may fall about 90 million gallons short of the 311 million gallon cellulosic and advanced mandate. Gross D4 RIN generation rose in the second and third quarters, but total D3 RINs are on pace for about 219 million.
A projected deficit against the mandate suggests strong biodiesel and renewable diesel blending needs, which supports soybean oil demand and RIN prices.
