The ECB said it would keep its key rates at current levels at least through the first half of 2020, delaying its first post-crisis rate hike. It also offered to pay banks that lend ECB cash on to households and firms.
The euro rose 0.6% to a seven-week high of $1.1290 after the announcement.
Lower-for-longer European rates weaken the euro and strengthen the dollar, which pressures US dollar-priced farm commodities and supports US export competitiveness for the dollar's opposite.
