The USDA has distributed $28 billion in trade aid to farmers over two years, including $16 billion announced in July. Reuters interviews with more than three dozen growers found that second-round payouts varied widely and caused confusion and frustration.
Government aid cushions farm income but does not change export demand, so it has little direct effect on commodity prices. Continued uncertainty about payments could affect planting and marketing decisions.
