The EPA issued final 2020 renewable volume obligations and a supplemental rule on small refinery exemptions. Trade groups said the final rule does not uphold President Trump's promised biofuel deal, and the National Biodiesel Board was also disappointed.
The lower-than-expected biodiesel outlook is bearish for soybean oil. The ethanol mandate is maintained, so corn demand is only marginally affected, but policy uncertainty is elevated.
