The Congressional Research Service published a report on rural development provisions in the 2018 farm bill (P.L. 115-334).
It explains that the law reauthorizes and amends USDA Rural Development programs covering housing, business, water, energy and broadband.
The program changes concern rural infrastructure and development funding rather than crop supply, demand or prices, so the direct effect on feed commodity markets is negligible.
