The CARES Act, signed March 27, 2020, includes roughly $49 billion for crop and livestock producers, nutrition and local food support. It creates a $9.5 billion USDA disaster relief program for specialty crop, livestock, dairy and local food producers, but USDA had not yet published eligibility or process guidance.
The funding is a legislative backstop for livestock and dairy producers under pandemic price stress, though uncertain timing limits its near-term effect on feed demand.
