A University of Illinois and Ohio State analysis reviews a GAO report on USDA's 2019 Market Facilitation Program. USDA reported $14.5 billion in 2019 MFP payments and $23.1 billion across both MFP versions.
The analysis reinforces that trade-war aid has shaped farm income and planting decisions, but it does not itself change current feed grain or oilseed supply and demand.
