Dairy producers continue to criticise the Class I mover formula, which was changed in the 2018 farm bill from a higher-of to an average-of method with a 74-cent adjustment in May 2019. Producers say COVID-19 disruptions turned the formula's revenue neutrality into large losses for farmers, and the American Dairy Coalition is pressing to keep attention on the issue.
