USDA Secretary Vilsack previewed the Emergency Relief Program Phase Two and a new Pandemic Assistance Revenue Program to offset 2020 and 2021 crop and revenue losses. USDA is sharing early information so producers can gather documents before rollout.
Disaster payments can support producer cash flow and retention of herds and acreage, but the programs are too small and late to shift feed supply or prices meaningfully.
