Human Rights Watch urges a strong country risk benchmarking system under the EUDR, which the European Commission should complete by June 2025. The regulation would restrict EU market access for cattle, coffee, cocoa, palm oil, rubber, soy and wood unless they are deforestation-free.
Stricter country risk classifications could raise compliance costs and limit EU imports of soy, palm oil and beef from high-risk origins, which supports prices of lower-risk supply.
