Senator Kirsten Gillibrand proposed the Dairy Farm Sustainability Act, which would pay farmers 45 percent of the gap when the all-milk price falls below $23.34 per cwt. The plan would work alongside MPP-Dairy and would be included in the 2018 Farm Bill.
This is a proposal rather than enacted policy, so it has limited near-term effect on milk supply or feed demand, though it could support dairy herd retention over time.
