The National Biodiesel Board testified at an EPA hearing on year-round E15 and RIN compliance reform, urging EPA to stop granting retroactive small refinery exemptions. NBB argued that exemptions undermine the RFS volume signal the industry relies on.
It also recommended that EPA not finalize the RIN reform portion of the proposed rule.
