Upper Mississippi river levels rose more than 12 feet in two weeks after heavy rain from September 20 to 23, clearing some silted bends but raising flood-stage concerns. Locks 16 and 17 were a few feet from closure, and the Rock Island District had borrowed dredges while flood relief dredging funds remained unreleased.
