The USDA says it is unclear how Mexico's glyphosate and transgenic corn decree will be implemented, including its deadlines and which corn products it covers. Its import estimates therefore exclude the decree's effects.
Most U.S. corn exports to Mexico are yellow corn for livestock feed.
Because the USDA's Mexico corn import forecasts omit the decree, a future revision could lower projected U.S. corn exports and weigh on prices.
