EUbusiness reports that the Commission adopted EUDR product-scope measures and Information System rules on 13 July 2026. Cattle hides, leather, soybeans for sowing and other items were removed, while soluble coffee, palm derivatives and frozen cattle tongues were added.
The aim is legal certainty ahead of the December 2026 application date.
Adding palm oil derivatives to EUDR scope modestly raises compliance costs for EU palm product imports. Soybean and cattle changes are small for feed markets.
