No joy from the Fed: What you need to know before markets open

North American markets were set to open lower after the Fed left rates unchanged and gave no firm March hike signal. The dollar fell to a near 12-week low, and Brent crude rose to $57.30 a barrel as OPEC and other exporters cut output.
