House Agriculture Chairman Mike Conaway told the House Rules Committee that H.R. 2 was the product of a three-year process with 114 hearings.
He said the committee reached an impasse over SNAP work requirements, specifically whether able-bodied adults should work or do 20 hours of work training per week to qualify for benefits.
The SNAP dispute is the main obstacle to passing the bill, and a delay would keep current commodity and insurance rules in place. Feed grain prices are unlikely to move on this alone.
