Indonesian palm oil farmers' union SPKS says the crude palm oil export levy mainly benefits biodiesel producers, with about 99% of the funds going to the B20 blending incentive. Of Rp 43 trillion collected since 2015, roughly Rp 38.7 trillion went to biodiesel producers, while only about Rp 702 billion reached replanting aid through 2018.
Levy funds channelled into biodiesel incentives support domestic CPO demand for the B20 program, which can tighten exportable palm oil supply. Farmer pressure for a redistribution of the levy could eventually change how those funds are used.
