Dollar up as Powell downplays chances of negative U.S. interest rates

The US dollar edged higher after Fed Chair Jerome Powell rejected negative interest rates as a policy tool and warned of an extended period of weak growth. The dollar index rose 0.23% to 100.26 on the day, and traders trimmed bets on sub-zero rates.
