On March 17, Mexico's President Claudia Sheinbaum signed a constitutional reform banning genetically modified corn cultivation. The step followed a December USMCA trade tribunal ruling against Mexico's 2023 decree restricting GM corn in tortillas.
Mexico rescinded three import-related provisions but kept the glyphosate phase-out, the import tracking protocol and the cultivation ban.
The constitutional ban makes restrictions on domestic GM corn planting more durable, while import rules are loosened, which supports continued US corn export demand to Mexico. The price effect is modest.
