A bipartisan group of 47 lawmakers asked EPA Administrator Lee Zeldin to finalize the proposed record biomass-based diesel volumes and a 50% RIN reduction for imported fuels and foreign feedstocks. The EPA proposed these in June 2025 as part of its Set 2 rule, with 2026 and 2027 targets of 7.12 and 7.5 billion RINs.
A finalized stronger mandate would boost domestic soybean oil demand and support soybean prices, while the import RIN cut would shift feedstock demand toward US crops.
