> The USDA Grain Transportation Report says the Ohio River was under a safety advisory with the Cincinnati Harbor closed, and low water cut barge drafts on the Mississippi at St. Louis and the Illinois River by 25 percent. Storm flooding also made a Norfolk Southern route impassable, and river delays of 24 to 28 hours were already in place before freezing weather lengthened them.
