The Commodity Credit Corporation and Farm Service Agency issued a final rule implementing the Market Facilitation Program, effective August 30, 2018. The rule sets eligibility, payment calculation and application procedures, with commodity-specific rates and start dates to be announced in later notices of funds availability.
The formal rule locks in the mechanics of the payments that will support US producer income after the tariff losses, but payment rates per commodity are still pending, leaving market impact dependent on the later notices.
