# U.S. Trade Representative Greer Says No Timetable Set for U.S.-China Tariff Reductions

Speaking at the G20 Trade Ministerial in Milwaukee, Greer said implementing recommendations from the U.S.-China Board of Trade would require public input, a comment process, and a legal determination. "We have to stick to our legal processes," Greer said, according to Bloomberg Government.

The September 27 agreement established two product lists covering roughly $30 billion of trade in each direction, measured using 2024 bilateral trade values, and explicitly leaves future tariff reductions to each country's domestic legal procedures. The $60 billion figure describes the historical value of covered trade and does not represent $60 billion in guaranteed tariff savings or additional purchases, according to Ag Bull Trading, citing the White House Terms of Reference.

Agriculture holds a substantial interest in the outcome. China's proposed list includes U.S. corn, wheat, sorghum, rice, cotton, beef, pork, and dairy products. USTR says the overall package covers about 30% of U.S. exports to China, according to the report.

However, non-seed soybeans — the principal category used in commercial crushing — are excluded from the proposal. The American Soybean Association said that omission leaves China's 10% retaliatory tariff in place and limits opportunities for private Chinese buyers, according to the report, citing Reuters.

Greer also indicated that the Board of Trade's recommendations could become part of future tariff actions, including potentially folding them into USTR's ongoing investigation into excess industrial capacity involving China. The report notes this could make the eventual outcome harder for businesses to anticipate.

Until implementing notices, specific tariff rates, and effective dates are issued, the degree to which the announced agreement translates into actual demand for U.S. agricultural commodities remains unclear, the report said.
